2023 MECC: Terracon has two speakers this year!

Eric Wooten, JD, is an Environmental Department Manager for Terracon’s Midland, Texas office. Before joining Terracon, he began his career with Occidental (Oxy) in 2014. He held various roles of increasing responsibility, from an environmental advisor to environmental compliance lead and sr. regulatory affairs advisor. As an environmental compliance Lead, Eric built and managed a team of 15 to develop a sustainable compliance system, implement Oxy’s domestic Infrared/Optical Gas Imaging (OGI) programs, and produce state, federal, and internal environmental reports. As a sr. regulatory affairs advisor, he developed advocacy strategies with internal stakeholders to champion Oxy’s interests in US trade associations.

Eric’s presentation, Challenges and Solutions for Developing a Data Driven Carbon Accounting: shows you how identifying and utilizing the right data will make the difference and can provide opportunities to optimize operations and reduce emissions. With all the data being generated, how do you sort through the noise to identify the right data for carbon accounting? Instead of buying new software, hiring data scientists, or relying on cloud-based solutions (e.g., AI), walk with us as we analyze interactive carbon accounting scenarios to arrive at a framework for sorting through the noise.

Dana Wagner, CHMM, is a senior principal and vice president of Terracon Consultants, Inc. He serves as the director of Environmental Due Diligence Services and leads Terracon’s financial/legal/investment sector. With 33 years of experience, Dana and has managed thousands of due diligence projects across the United States, Canada, and Mexico, and contributed to projects in Europe and Asia. Dana specializes in transaction-oriented environmental due diligence, particularly for the financial, legal, and investment sectors. He advocates for team-oriented, client-focused, and innovative approaches in the due diligence business.

Dana’s presentation with Kyle Foote from Stinson, The Changing Landscape of PFAS Due Diligence: is focused on how, while corporate and property acquisitions are complicated, but the evolving PFAS landscape can quickly bring the process to a grinding halt. We will review an appropriate approach to PFAS in Phase 1 Environmental Site Assessments, including the key elements of regulatory information, file records, historical sources review, and effective site reconnaissance. We will also look at risk pathways and those concerns warranting additional assessments such as a Phase II investigation and other risk mitigation approaches.

Meet our 2023 MECC team

Christian New, P.E., is a senior environmental engineer in Omaha, Nebraska. He has more than 30 years of experience in engineering, sales, and business management. His primary practice is assisting industrial clients with air permitting (Title V, minor sources), NPDES permitting for stormwater and point sources, EPCRA (Tier II and TRI) reporting, SPCC Plan development, and optimizing environmental compliance. Christian has a B.S. in Chemical Engineering and an M.S. in Environmental Engineering.

Travis Knisley, P.E., is a senior chemical engineer and Environmental Group manager in Minneapolis. He assists industrial facilities with the complex tasks of maintaining compliance with environmental regulations. Travis has 16 years of experience including air permitting strategy development, air pollution control equipment design, wastewater permit evaluation, wastewater pretreatment system design and troubleshooting, RCRA waste evaluations, EPCRA reporting, SPCC Plan development, and overall compliance assessments. Travis has a B.S. in Chemical Engineering.

Rita Dunn is a senior project manager in Omaha, Nebraska. She has an M.S. in Environmental Science and more than 19 years of environmental compliance experience. Rita started her environmental career working in the cement industry in northern Iowa, then transitioned to consulting for several years before returning to the industry as the environmental manager for an ethanol facility in northeast Iowa. She has enjoyed the consulting world, helping clients with air, water, and waste projects. So, when the opportunity to work at Terracon arose, she took it! Rita likes working with clients and the variety that consulting brings.

Nate Yencer, E.I.T. is a staff engineer in Des Moines, Iowa where he specializes in regulatory compliance. Nate graduated from the University of Wisconsin Platteville with a B.S. in Environmental Engineering where he was involved in several engineering organizations. He returned to Terracon after graduation to serve client needs in the greater Des Moines area. Nate is developing expertise in complex SPCC Plan development, air permitting and emissions inventories, and EPCRA reporting (Tier II and TRI) reporting. He is working to obtain his P.E. License.

David Reynolds, P.E., is Terracon’s national director for regulatory compliance. He has guided clients, nationwide, through complicated regulatory requirements in a wide variety of industries. Dave specializes in air quality projects, including Title V and Prevention of Significant Deterioration (PSD) permitting, atmospheric dispersion modeling, Best Available Control Technology (BACT) evaluations, greenhouse gas (GHG) reporting, NESHAP and NSPS compliance assistance, Risk Management Plan (RMP) preparation, Reasonably Available Control Technology (RACT) evaluations, potential to emit (PTE) calculations, compliance assurance monitoring (CAM) plans, and annual emission reports. In addition to air quality projects, he has completed single and multi-site projects that include regulatory compliance assessments, EPCRA (Tier II and TRI), SPCC plans, stormwater permitting, and hazardous waste evaluations.

Brian Porter, P.E. is an office manager in St. Louis, Missouri, and is a Licensed Professional Engineer in Missouri, Illinois, and Iowa. He has a B.S. in Civil Engineering from the University of Illinois, with an emphasis on environmental and hydrosystems engineering. He has been practicing environmental consulting since 1997 and currently leads our environmental practice in the Kansas-Missouri-Illinois (downstate) region. His areas of expertise include environmental site investigations and risk-based corrective action. He has managed several successful brownfield redevelopment projects using state and federal funding, including several Phoenix Award winning projects, and assists communities with brownfield grant-writing.

John D. Jurgensmeyeris a senior project manager in industrial regulatory compliance in St. Louis, Missouri. He is responsible for assisting industrial facilities in maintaining compliance with regulatory requirements, regulatory assessments, RCRA waste evaluations, EPCRA reporting, and SPCC Plan development. He has over 31 years in the environmental field and has worked both as an environmental regulator and with regulated entities, giving him a unique understanding for assisting industry. John has a B.S. in Agricultural Science and an MBA. He is also a military veteran. We recently welcomed John to Terracon!

Zach Whiteis a project biologist in Terracon’s Little Rock PMI office. He has eight years of experience in regulatory compliance, and is responsible for regulatory compliance at 23 facilities throughout Arkansas. Also, he assists clients in construction stormwater compliance, developing SWPPPs and managing inspection programs, NPDES permitting for stormwater and industrial process water, EPCRA reporting, SPCC plan development and inspections, and EPA Part 503 biosolids permitting and applications. Zach has a BS in Biology.

Haley Prader is a senior staff engineer in Springfield, Missouri. She has more than nine years of environmental compliance experience. Haley started her environmental career in the surface coal mining industry in the Powder River Basin of Wyoming. Haley transitioned to consulting following her move to Missouri, where she began her career with Terracon. Her expertise includes compliance with the Surface Mining Control and Reclamation Act (SMCRA), EPCRA reporting (Tier II), SPCC plans, and stormwater permitting. Haley has a B.S. in Civil Engineering.

Jessica Harbuck is a senior staff engineer in Lenexa, Kansas. Jessica got her start in regulatory compliance in 2015 as a staff engineer at the Mississippi Department of Environmental Quality. She then transitioned to consulting as a senior compliance project manager/branch manager at a regional consulting firm in Ridgeland, Mississippi, where she developed and managed projects in a variety of compliance areas, health and safety, and industrial hygiene. Jessica has a B.S. in Geosciences and an M.S. in Environmental Engineering. We welcome Jessica as she just joined Terracon earlier this month!
