Belinda Richard

Belinda is Terracon’s National Brownfields Program Manager and has 24 years of environmental
experience with the last 18 years dedicated to managing brownfield projects. Belinda has provided Brownfields Program Management and/or assistance to 75 brownfields grant programs totaling more than $42 million in EPA funding. Her experience includes grant development, project management, grant compliance and reporting, community outreach, Quality Assurance Project Plans (QAPPs), budget management, brownfield inventories, environmental site assessments, remedial planning, grant closeouts, cleanup oversight, and leveraging state brownfield incentives. Belinda assists clients in securing EPA grant funding and in every aspect of the brownfields grant lifecycle, advising on compliance with EPA Terms and Conditions of the grant.

Becky Horace, MPA

Becky is the is the Grants Manager for Terracon’s Brownfields Program and is responsible for Assessment, Cleanup, Multipurpose, and Revolving Loan Fund Grant applications. Her experience in local government provides perspective and insight to develop a strategy focused on redevelopment efforts within a community; examples include innovative incorporation of parks and multi-use recreational trails while enhancing existing infrastructure. Her expertise in funding management has provided her with the knowledge to identify funding sources to meet the needs of the communities she works with. She guides Terracon’s Project Managers and clients in writing grant applications through research and by properly expressing the needs of the local community. Becky has assisted communities throughout the country in obtaining over $30.6 million dollars in grant funding focusing on community redevelopment. In addition, she supports our clients with programmatic reporting and grant compliance, public outreach including program marketing and social media support, as well as conference presentations. Becky received her Master of Public Administration from Clemson University.

Ben Bowers, P.E.

Ben is the Brownfields Manager for Terracon’s Western Operating Group. He has more than 25 years of valuable and proactive experience in the environmental industry with 13 years implementing or managing brownfields grants. Ben has provided Brownfields Program Management with six EPA-funded grants, totaling more than $2.8 million in funding. His Brownfields experience includes grant application writing, project management, grant compliance and reporting, community outreach, QAPPs, budget management, brownfield inventories, environmental site assessments, remedial planning, grant close-outs, and cleanup oversight.

Frank Uhlarik

Frank Uhlarik comes to Terracon with over 35 years of experience in environmental restoration, regulatory compliance, and sustainability planning. A Geological Engineering graduate of the Colorado School of Mines, Frank has served in various management positions in the Department of Defense, a major railroad, manufacturing, consulting, and most recently as the Sustainability and Compliance Administrator for the City of Lincoln, Nebraska. An experienced Brownfields project manager, Frank is supporting Terracon’s Brownfields services in the North Central Division with an added focus on climate mitigation.

John is a senior staff geologist in Terracon’s Shreveport office. He has more than 10 years of environmental experience including more than five years of environmental regulatory experience with Louisiana Department of Environmental Quality. His experience includes grant writing and Brownfield assessment grant project management. His background in both the public and private sectors has provided him with a robust knowledge of environmental assessment at each stage of the process.

Noelle Espinosa, Ph.D., is a project scientist with Terracon. She has been an environmental consultant with Terracon in Arizona since 2013. Her professional practice primarily focuses on environmental due diligence as well as state and federal Brownfields redevelopment in the Southwest.

Dave is a Principal for firmwide-Planning and Landscape Architecture at Terracon. Dave has more than 30 years of experience in public and private development projects, including downtown redevelopment, civic spaces, complete streets, and sustainable design for parks, trails, rights-of-way, public and private open spaces, and master planned communities. He has extensive experience in master planning and neighborhood crafting, providing mixed-use opportunities, and increased project safety. His national and international experience also adds value and innovation that enhance the built environment and help places, people, and the environment thrive.

Amanda M. Herrit, M.S., CPESC, TNQHP

Amanda is a Senior Environmental Scientist with Terracon Consultants, Inc. She provides environmental consulting services including: EPA Brownfield Grant writing and program management, State Brownfield Program assistance, Phase I and II Environmental Site Assessments (ESAs), and environmental planning services. Amanda assisted the City of Chattanooga with the completion of six EPA Brownfield Grants including Assessment, Cleanup, and Revolving Loan Fund grants from 2007 to 2013. The Columbus Consolidated Government was awarded a FY2017 EPA Brownfield Assessment Grant and FY2019 EPA Brownfield Cleanup Grant, and Terracon was selected as the environmental consultant. Amanda serves as the environmental consultant-project manager. Amanda also serves as the contract manager for the River Valley Regional Commission Coalition Assessment Grant. This coalition is comprised of Crisp, Dooly, Macon, and Sumter Counties, GA. Amanda is an active member of the Georgia Brownfield Association (GBA) and serves on the annual seminar committee.

Hayley M. Irick, P.G.

Hayley Irick, P.G. is the Brownfields and Due Diligence Department Manager in Terracon’s Raleigh office. Hayley holds a Bachelor of Science Degree in geology from the University of North Carolina at Chapel Hill. She is a Licensed Professional Geologist with more than eight years of experience in the environmental industry. She serves as a subject matter expert for federal and state Brownfields redevelopment projects.

Jack is Terracon’s regional environmental manager for the Dallas-Fort Worth Metroplex and has 28 years of environmental experience with 16 years of managing brownfield assessment grants. He has provided Brownfields Program Management on six assessment grants to five separate municipalities, totaling more than $1.5 million in EPA funding. His experience includes: grant writing, grant development, project management, grant compliance and reporting, community outreach, Quality Assurance Project Plans (QAPPs), budget management, brownfield inventories, ESAs, remedial planning, and grant closeouts.

Brian Porter, P.E.

Brian is a licensed Professional Engineer in Missouri, Illinois, and Iowa. He has a Bachelor of Science in Civil Engineering from the University of Illinois, with an emphasis on environmental and hydrosystems engineering. He has been practicing environmental consulting for more than 26 years and is currently the Office Manager for Terracon in St. Louis. His areas of expertise include environmental site investigations and risk-based corrective action. He has managed several successful brownfield redevelopment projects using state and federal funding, including several Phoenix Award winning projects, and assists communities with brownfield grant writing.

Karen is the Site Investigation Group Manager in Terracon’s St. Louis office. She has 25 years of experience in the environmental field and has provided services to municipal, commercial, and industrial clients under a variety of federal and state programs throughout the United States, United States Virgin Islands, and Canada. These include Federal and State Brownfields programs, underground and leaking underground storage tanks (UST/LUST) evaluations, site remediation, Phase I ESAs, Phase II assessments, National Environmental Policy Act (NEPA), Stormwater Pollution Prevention Plan (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC), compliance audits, and remedial excavation activities including: contact with federal, state, and local environmental regulatory agencies and insurance funds, and applicable permitting, including working towards closure through the risk-based assessment programs in Missouri and Illinois.

Tod Whitwer, P.E.

Tod Whitwer has 34 years of environmental, process engineering, and project management experience and is a Professional Engineer (Chemical) and Registered Contractor in Arizona. He is skilled in the EPA Brownfields grant program, having written more than 40 grant applications resulting in more than $9.5 million in funding for municipal, county, and Tribal entities and has managed several Brownfields grant programs. Tod has extensive experience supporting clients with regulatory compliance, permitting, process design, and regulatory interaction/negotiation associated with RCRA, CERCLA, CWA, EPCRA, SDWA, and other Federal, State, and local environmental-related rules and regulations. He has conducted numerous site assessments and has successfully remediated and obtained regulatory agency closure for sites impacted by VOCs, SVOCs, and metals in soil, groundwater, and soil vapor. Tod served as the General Contractor for many of these projects, with contract values in excess of $5 million.  He has served as the program manager for multi-million dollar, multi-year, multi-task contracts with clients in a number of sectors including Federal and local government, electric utility, and land development.

Linda is a senior principal, and vice president with Terracon and leads Terracon’s services in the greater Chicago, Milwaukee and in surrounding Midwest areas. She has over 25 years of environmental consulting experience specializing in site characterization, remediation, and complex program management.

Vicki Zak

Vicki is a Community Outreach Specialist and the Marketing Lead and Grant Writer for Terracon’s Illinois Brownfields program and is responsible for the coordination of brownfields grant applications. Her experience in the Brownfields program provides perspective and insight focused on developing a strategy focused on redevelopment efforts within a community. To date, she has assisted communities in Illinois obtaining $2.3 million in grants focusing on redevelopment.
